Some local high school students in my town don't though. 2 years ago a bunch of them got into trouble for giving blow jobs in the back of the bus, when questioned about it, they all just said that it wasn't sex, it was just kissing!! Anything where either party's genitals are involved in a pleasurable and mutually consensual context is sex in my opinion. I know people with even more stringent definitions. I'm a lesbian so penetration isn't always involved in every sexual encounter.

I would not consider it sex, but I would consider it a sexual activity. Just like dry humping with your clothes on or watching porn together and masturbating is a sexual action without being actual sex.
