I think there is. It really depends on the two people involved. It's a very intimate act and if it is looked at in such a way, it can be extremely romantic. It can also be just hot and sexy. I think the act of giving head itself is'nt very romantic, but the favor may be given for romantic reasons. The connection between two partners can also be romantic, but I agree that the act itself still is not.
