Not everything on Adult Swim is particularly offensive. It would really depend on the show.
In your opinion, is it OK or safe to allow children under the age of 13 to watch shows like Adult Swim?

I started watching Adult Swim when it premiered, I was probably 10 or 11 at the time....I turned out okay!

I wouldn't let them watch it unless they were emotionally ready. If they're emotionally ready at 12 they can watch it at 12. If they're ready at 16, then I'll let them watch it then.

Personally I think there are some shows on Adult Swim that are just not appropriate for human consumption regardless of age. Some of it is fun, some of it is only funny if you're stoned on something (not speaking from personal experience here, just impressions.) When it comes to deciding whether or not to let your child watch something though, it really has to come down to your beliefs as a parent and the maturity level of the individual child. There is no "one age fits all."
PG, for instance, is "Parental Guidance Suggested." Your parental guidance may me to say, "This is fine for my kid," and that's valid.

I started watching some more mature shows at around 12 and I turned out fine. I don't think you can have any steadfast rules when it comes to raising children.

No I would/do not allow shows like that to be viewed by my children!!!!! at age 13 or not they would get their butts beat!!!!

it depends on their maturity level and how easily they are able to be influenced. if they aren't "learning" from the shows, and recognize it as just entertainment, i don't see a problem. i'd say 13-14+

That said, I wouldn't want my children watching very much television at all. I don't own a TV, and wouldn't run out to buy one if I got pregnant.
