Do you use "Vrooms" and "Bees" for non-vibrating toys?

Nope. Bees on a loud toy make sense, but not vrooms with no vibrations.

No only for toys with a motor.

I only give vrooms and bees to things that vibrate.

I give bee's only to products that make noise on their own and not just in use. For example in this review I considered them a one bee item but zero vroom. Because, they do make some noise.

I don't use them unless it has a motor.

No I never have, it doesn't really make much sense to do so.

The only exception has been when a toy makes noise but doesn't necessarily vibrate...like the Lelo Noir Beads make a very light noise, so I gave them a "bee"

If it doesn't vroom or buzz, I don't click those buttons.
