For me it depends on just how public it is. There's a difference between, say, pulling over in the car and having sex or giving head, versus in the middle of a park and folks are staring at you. For me, I have to have that sense of privacy, so as long as I'm not being watched/caught, I'm okay with it. Did have the police show up once when my ex-boyfriend and I were in his car, it was night and the parking lot was empty but the security team for the business saw the car through parking lot cameras and called the police to make us leave, which was very scary for me as it was my first interaction with law enforcement.
