We usually put it up on or right after Thanksgiving, it's pretty and cheers my mom up so I certainly wouldn't mind keeping it up year round and just redecorating it for each upcoming holiday. =3
Just think how cute it'd be covered in fake cobwebs, bats, and spiders around Halloween...you could even make up a garland of those little fake bones and skulls!

I would say sometime between Thanksgiving and the first week of December is the best time. I'm nervous this year. My 18 month old is going to want to attack it! Eek!

Agree with the never answers. I don't bother with decorations like lights or trees or anything. Too much effort.

I do get some holiday themed clothes every now and then like a scarf/tie/etc.
