Wow, I would definitely not put up with that! I've actually stomped down to people's apartments before at 5AM to make them shut up and I'm little and introverted so it was hard for me but that's just how much I hate noise. D:
I'm glad the office is getting involved!

If you confront them in person, then if you later have to file a complaint they'll know it you and may decide to get back at you.

I voted for all three of the "do something about it" options. If you haven't talked to them and are comfortable doing so, that's the best thing to start with. If they just don't realize how problematic their behavior is, maybe it'll change; and if they're jerks about it, you haven't lost anything and they can't reasonably blame you for filing some sort of complaint without even talking to them first. Next, go for the office and see if they can do anything about it. And if that doesn't work, definitely file a noise complaint. These aren't the kinds of things you want to be shy about. If your neighbors' inconsiderate behavior is taking a substantial toll on the quality of your life, you deserve to have that rectified.

If they need to conduct conversations outdoors in the middle of the night and have mattresses in their main room, I'd call the cops just on the off chance they were dealing, that would put an end to them entirely.

In many areas there are laws concerning how many people you can have living in a certain amount of square footage. They could lose their lease if they have people living there above the limit. Or at least have a complaint and a fine if they have too many people, and even as much as being evicted.

You would think the landlord wouldn't want people living in his building who aren't paying rent. When you rent, you can't just invite people to live with you above the limit.

Of course, you may need to either get the landlord involved or the police to get this taken care of.

If they have mattresses on the floor, they have too many people in the apartment and that is dangerous and is a fire hazard, not to mention against the law in most areas.

If they are approachable and you think they would be considerate I'd give them a warning in person before calling a noise complaint.

I have an alcoholic neighbor who does the same thing. She also has a boyfriend who likes to beat the crap out of her. After calling the non-emergency police several times and filing complaints with the building management I called 911 the last time. Seems the office took it more seriously and if it happens again she is automatically evicted.

talk to them, and if that does not work go to the manager. there are rules in an apartment, and everyone who signed the contract has to abide by them.

Well, at least they aren't upstairs neighbors. My upstairs neighbors are like that. They are making noise constantly. They like to have stomping wars frequently, blast random music at random hours of the night, have weird creepy sex right over my bedroom that sounds like pigs grunting and squealing. They also fight and scream at each other where it sounds like they are beating each other. Why wont they just break up? And when she gets in her mood, she whips out the vacuum cleaner at 3am and starts vacuuming after a fight. He then gets even more pissed and they fight again... I don't even know how they can even afford to live here to be honest, they are rather trashy...a family member must have rented it for them.

So I am in the same boat as you. I don't know what to do either. I don't want to confront mine because they are super aggressive and I wouldn't put it past them to just pull out a gun or something.

So, I guess...Call and file a noise complaint....talk with landlord. Good luck.
