It does not bother me because sometimes I do it as well. But usually it is a important text from my mom or someone. I will excuse myself if I am talking and let them know though.

It's part of the culture here. EVERYONE does it and the funny part of it is... everyone thinks it's annoying.
If it is just one or two I don't really care and it also matters what kind of conversation we are having. But if it is constantly, I do care. I also care if people do it politely; saying "excuse me" or "sorry I have to deal with this". I feel much less irked if this is said first rather than just ignore me to send a message.

It depends. If it is a quick text here and there I don't mind at all, but if I am taking the time to focus on you please don't disrespect that by texting all the time!
