With all due respect, I don't find this to be true at all. I feel safe traveling around MoBay, Ocho Rios, Negril and all the way to the south coast/Treasure Beach. Vendors may approach you but also respect a firm "no thank you." I do not believe that Jamaicans don't like Americans at all and find most to be friendly, helpful, usually even warm and willing converse with us.
It is true that it is a poorer country than what one might be used to, and as a tourist you should always keep your wits about you regardless of the country but I have never once felt threatened or in danger while in Jamaica, and I've been a few times.
One of my favorite parts of visiting Jamaica is meeting and hanging out with Jamaican people. And eating Jerk Chicken. And drinking the amazing Blue Mountain coffee and/or fruity rum drinks.
If you don't want to venture out on your own, you don't have to. Many resorts have excursions you can plan right from the hotel, a bus will pick you up, take you to your destination, and take you right back. Our last trip there, we took a catamaran trip down the coast, and then spent the afternoon at Floyd's Pelican Bar, which is a little thatch-hut place out on a sandbar in the ocean that you can only get to by dingy. (Google it!) Best day ever.

As far as visiting Jamaica, I would suggest heading over to tripadvisor.com and checking out the various resort reviews. They also have forums dedicated to a lot of different vacay spots with a lot of active posters to keep you in the loop of how a resort is currently doing. They have Jamaica specific forums. Determine what you want to do on your trip, if you want shopping or nightlife or off-resort tours and sightseeing, what your price range is, all-inclusive or not, and plan accordingly. I spend weeks at that site when I'm planning a trip...it's invaluable!
