Difficult choice, when I was in a dorm, we switched mid-year.

Bed by the window/vent or bed by the wall?

I'm trying to think, college was a long time ago. We had one wall which was windows and I think the heating vents were under the window. We had our own thermostat, so we could control the temperature (and my roommate was like a lizard, she was always cold, and I was sweating my brains out the entire semester)
We put our beds away from the window and vent, so the desks could be near the window, so we could look out.
That seemed to work for us.
But, I would choose the window, if given a chance. I have NO idea what the heating-cooling is like in your dorm, though. I always brought a large box fan to college. I spent only one year in actual dorms, and the rest in student apartments, and they were OLD so we needed to circulate the heat in those old buildings.
It's always a good idea to have a fan to circulate heat and cool air, even in the winter. I hate being hot.
