No, they're fine under long shirts etc. where your ass is covered, but not as pants. That's what yoga pants and skinny jeans are for.

I've always figured as long as they're opaque, you're fine. When those celebrities were wearing pantyhose as pants.. that was weird.

However, I have a few pairs of nice, furry-like lined leggings that are really warm, more comfortable than jeans and NOT see-through, so I can wear them for different occasions during colder months. I think they are considered pants, but I only wear them with a long tunic or a dress. I dont think they look good to wear otherwise.

My rule (for 100% opaque leggings)- If the shirt/dress covers my genitals in all situations (when I lift my arms up, walk around, etc.) I wear them as pants. I also only wear long, baggy, tunic-y shirts with them. They look tacky with tank tops unless you're at the gym!

Anyway, I don't consider them pants, I consider them a foundation garment meant to be layered with (long shirt/blouse, short dress, etc).
