They usually just follow them for a few weeks and that isn't long enough to know if the program works.

Apparently, a study conducted several years ago found these types of programs ineffective. In addition to the few kids we see on TV who seem to have modified their behavior short term, I imagine there are dozens of kids the viewers don't see that continue to engage in criminal behavior. Not surprising considering that in some circles, having done hard time is a form of street cred.
