I know the NCAA has a rule that mtfs can compete in women's sports after being on hormones for a year, which I think is fair. I believe FTM's can compete as soon as they come out, because they obviously don't have a hormonal advantage over cis-men.

Hm. It's a very interesting question. I would say that in such a physically aggressive sport, the athlete in question should be considerate and responsible about any significant difference in physical strength they might have, so as not to injure fellow players. But that's more about good manners than it is about rules and regulations, and is totally unique to the player.
However, I don't see anything wrong with allowing the player to participate in a group sport where she feels more comfortable. In fact, it might even be very emotionally beneficial. I can see how the question becomes slightly trickier with records or titles, since even though the player is female in all other regards, they might still have a physical advantage that some will attribute to male genes.
It's a very new debate, and I'm very interested to see how it plays out over the next few years, as people become more open, out, and confident in their sexual identities.

I wouldn't have a problem with it - unless she falls outside some kind of size/weight limitation for the sport or team, she's not automatically creating some kind of unfair advantage, as I'm sure there are people of a variety of sizes and shapes in rugby and she is just one part of a wide spectrum of athletic body types.

The main issue is that although their genitals are female, their bodies are male as far as muscle growth and strength goes.
