It really depends on the time, the context, the mood, and whether it's sincere and like "I don't know what has come over me but i just have to say this!" or if it's forced, or if it's said in the frequency of a "hello," or "goodbye," or whatever.
Of course... there was this one time [warning: personal story/TMI] when my girlfriend and I were having sex and I was really nervous about something and she suddenly just pulled me close and said she loved me and it was okay and I didn't have to worry, etc. etc. and I just fucking lost it, I sobbed so hard. So. I mean, we went back to sexy times afterward, but the "i love you"s kind of interrupted in that particular instance (which I was not at all concerned about at the time). It was wonderful, because it was completely unexpected. *shrug*
