If the comment isn't meant to be creepy, it likely won't be unless you have few social skills. What matters most to me is the context, where we are, what I am doing, and how someone acts while complimenting me. If we are in a club or bar, I don't mind nearly as much (unless I'm sitting at a table with a partner, and then that is rude) but if I am at work or I'm walking on the street and look like I'm in a hurry, not just enjoying a stroll, don't bother. If someone gets uncomfortably close, it doesn't matter what they are saying, that's creepy. If they are talking to my chest, creepy. If they are giving me an up-down look, creepy. If they look me in the eyes and tell me something that's just a nice compliment, I'll respond much better.
