I believe it is up to the person to decide but i think they are celibate

To me being celibate is when you are not officially in a relationship with someone. FWB don't count. So if I had a FWB, I would still be getting it on but I would consider myself celibate none the less.

It really isn't a "state of mind" or just if someone feels like they are. Celibacy is a definite thing. It has a real, solid meaning.
The old Latin word meant "unmarried" but words change over centuries, so Random House defines "Celibate" as
cel·i·bate (selÆÃ bit, -b!tÅ), n.
1. a person who abstains from sexual relations.
2. a person who remains unmarried, esp. for religious reasons.
–adj.
3. observing or pertaining to sexual abstention or a religious vow not to marry
"Feeling" one is celibate, when one is sexually active is not "celibate." There are priests, ministers and even common people who say they are celibate and are screwing everybody in town.
"Relationships" have nothing to do with it. If you are single, yet sexually active, you are NOT celibate.
It is a word with a definite modern meaning. It means you don't have sex and.or will not marry while remaining not sexually active. Period.
As none of the actual definitions of the word mention sex toys I am not sure, but people who are celibate for religious reasons, like priests and nuns etc DO NOT masturbate (or are not supposed to) so my guess would be that actual "celibacy" probably rules out sex toys as well.

I voted 'Other' if you're celibate because of religious commitments, your organization defines what constitutes celibacy.
If it's a personal choice - then you define what celibacy is. I have no problem distinguishing between self-satisfaction and intimacy with a partner.
If my wife passed away I may indeed become celibate - but I would not abstain from masturbation in it myriad and varied forms.
