Though no police action was taken, reports tell of Alan making sexual gestures at children.

The council dubbed Alan's "vigorous sex drive" inappropriate, and have put him under close supervision to ensure that the only sex he has is with himself. However, presiding judge Justice Moyston ruled that Alan should be taught sex ed. If, when his sex education is completed, Alan demonstrates a better understanding of procreation and sexual health, he'll be allowed to begin having sex again. The judge admitted the case raised questions about “civil liberties and personal autonomy.”

ok well my question would be (since the story didn't state), the man he had sex with, was it consensual? Was the man he had sex with capable of consenting to sex? If either of those answers was no, then it's rape. Also, making sexual gestures at children, wouldn't that be considered lewd conduct which is also a crime. While he may not be of mental capacity to know right from wrong does that mean he should be allowed to just stick it in or wave it at who ever he wants?
I find it interesting they didn't state who initiated the relationship between the two men. At 41 years old, having a basic concept of sex is his basic right. He knows it feels good, but the consequences allude him. It's not so much different than a teenager doing the same thing if you remove the learning curve from the equation and while they didn't quantify his IQ in terms of child-development milestones, it seems clear he has a very unrealistic view of how things are. Being under government care, means the government has a greater responsibility to protect him and his roommates, in addition to the public. Still a very slippery slope and I hope he is able to learn the ideas they deem fit so he can enjoy sex again.
=* instead of stopping sex why not just remove any chance of procreation? I belive there should be an IQ restriction on having children -_- it hurts our gene pool even if their child is not mental or physically disabled it increases the chances of that happening.
