This Nubby is a Flubby
This toy should not even be considered a "dual-function" vibrator, since only one function will work at a time! The quality is cheap and, overall, it's not worth the money. There are plenty of better dual vibes out there, so I would suggest to spend your money elsewhere.

Use:
The Mini Water Gem, by Cal Exotics, is supposed to be a dual-stimulation vibrator. There is a non-animal clitoral attachment for external stimulation and a textured, rotating shaft for internal stimulation.
This vibrator operates on four AAA batteries (not included) which are fairly easy to access and install. There is even a closure under the cap to provide extra protection for the batteries. This toy can be used for both solo and partner play, and because it's waterproof, it can be used nearly anywhere.
Material/ Texture:
The Water Gems Nubby is made of AquaGel, which is a jelly material that has a rubbery scent and feel. Compared to other jelly toys, the odor on this one isn't bad at all. Because of the material, this vibe can't be sterilized so you must wear a condom if you plan on sharing. The AquaGel material can be used with both water and silicone-based lubes.
This thing sure does have texture! Both the shaft and the attachment are covered with 1/4" diameter dots that provide a tremendous amount of texture when inserted. If you're not into a lot of texture, stay far away from this one! Even with a condom, the bumps are very prominant.
Design/ Shape/ Size:
Color: Purple
Length: 8 3/4"
Insertable length: 5 1/4"
Circumference: 4 3/4"
Diameter: 1 1/2"
Clitoral attachment shape: Non-Animal
The overall size and thickness of this vibe is great for beginners or those that don't prefer larger toys. The clit tickler is nice and long, so it may help to fit those that have trouble finding rabbits that hit the right spots.
Functions/ Performance/ Controls:
As I mentioned above, the Mini Water Gems is supposed to be a dual-stimulation vibrator, but unfortunately the "dual" part doesn't work so well. If the shaft is rotating, the clitoral attachment barely vibrates. Also, the rotation is so sensitive that it stops once the shaft is inserted. If you are able to get the shaft rotating, it does have the ability to rotate in both directions.
Each function is controlled by push-buttons located at the base of the toy. There are four buttons, two to control the rotating shaft and two to control the clitoral stimulator. One button turns the feature on and off while the other controls the power level or direction. There are two power levels, high and low, and while the rotation is weak, the clit stimulator provides strong vibrations.
Care & Maintenance:
As I mentioned above, the AquaGel material cannot be sterilized so it is very important to wear condoms when sharing. You can use warm water and soap, or your favorite toy cleaner, but make sure not to use soaps that are too strong. It is best to store this toy in a cool, dark place. I haven't noticed too much lint collecting on it, but it is probably better to store it away from dust and lint.
Packaging:
The Water Gems Nubby comes in a clear, plastic box with a photo of the toy on the back with descriptions of the main features. Once the box is opened, the toy, itself, comes in a plastic carrier to keep it protected. The batteries are not included, and there are also no instructions or manuals.

Follow-up commentary
2 months after original review
This one went in the trash a long time ago. I still wouldn't recommend this toy for anyone looking for a dual vibrator.
