Overall, if price is an object, then I would say Chandra is a good balance between practical AND lasting design as well as affordable price. Conversely, if you're looking for a quality vibrator with more power, or if you're looking for a cheap thrill, Chandra's not for you. She doesn't provide enough power and she's not cheap enough to overlook some of her flaws.

First, the packaging: Chandra comes in a rectangular box, which is not very discreet (it's pink and says "Experience the Pleasure" all over it), but it's very informative. Emotional Bliss, as a manufacturer, is definitely on my radar now. An included manual and information pamphlet about sexual health and the design of Chandra is worth a read, especially about the vibrations different ages of women prefer. Interesting!
I was very excited for the Chandra based on how friendly the design could be for solo use or with a partner, and I envisioned many positions for which the Chandra would be great (hint: basically all of them). Since the shape is almost like an enlarged finger tip, I can't see where it wouldn't be useful -- stimulate your nipples, circling your perineum for some naughty play or get right down to business with your clit! All ladies would like that!
The material is TPE (thermoplastic elastomer) which doesn't collect lint (which is my pet peeve). I didn't detect any smell or taste. Be warned that, just as Chandra is not waterproof, it's also not highly sterilizable by boiling or other temperature-related methods. I found a wipe down worked fine though. The material is not very squishy, but you won't notice! The textured rings are extremely nice and Chandra is great for pinpoint stimulation, especially in combination with the texture of the rings. The gradated rings are great for rubbing too, as the ridges get slightly higher as you go outward. Chandra's design/material also doesn't react to pressure, so grind away.
In use, I found that the big tip is a little obstructive for very close missionary. It's a lot better for doggy style or any front-facing position in which your guy is leaning a bit away from you if you're going to be using Chandra on your clit. It's a doll for reach-arounds, which I highly recommend!
Now, the cons. The finger clip isn't very comfortable, as it pinches a bit. The plastic is very hard -- I would think a squishier, flexible gripping device would be better. I appreciate that there are 3 options for ring sizes, though. Any of these sizes should fit a woman on any finger, but I imagine the largest size would be too small for most men. Chandra is not very grippable without her rings. The vibrations are not dampened into the rings either, so...expect some numb fingers (but you'll be plenty happy elsewhere).
Chandra is rechargeable, which I love. Her whole package is very travel friendly (included charger, rings stack together, etc). Be warned that, as you use her, her vibrating ability runs down proportionate to the battery. As for noise, I'm mostly neutral. She's neither loud nor quiet. In use, she's a little quieter, but it's mostly a muffling effect since your hand is slightly cupped around whatever area you're stimulating. However, Chandra's vibes are not very strong. As a beginner, it's enough for me, but probably not for others. I'd say a shy 3/5, more like 2.5/5.
Chandra is NOT waterproof! In fact, her port is right under where your ring finger is and the plastic begins fairly close to the tip. For the price, I'd like this toy to last at least a little while and I'm a bit paranoid about very juicy or very sticky play with her.

Unfortunately, Chandra is just under-powered and out-competed. I still love the design and the rechargeability. However, there are so many external clitoral vibrators that are stronger and have better features. That's not really Chandra's fault, but she's found her way to the bottom of my toy drawer. She might be better suited as a stepping stone (like she was for me) or an aid in foreplay only.
