Fukuoku 9000 A Good Choice for Newbies
If you're relatively new to the whole sex toy thing and are looking for something to start with, this is a great choice. It's small, non-intrusive, non-threatening and gets the job done ;)

Pros
Small, discrete, can attach to your finger if you want hands-free play
Cons
Only one setting, uses rare type of battery that's not easy remove, cannot clean in water
It's relatively a very quite fingertip vibrator, (but let's be honest, any vibrator sounds like a Mac Truck the first time you bring it into the bedroom). For such a little guy it really packs a punch in the vibration department, definitely sufficient for newbies and likely sufficient for anyone else as well. It only has one setting but you can play around with the intensity you experience by using it over (or under) layers of clothing.
It was designed and marketed toward women for clitoral stimulation, but it really can be used just about anywhere. The vibrating tip can even be inserted for vaginal penetration. It's very versatile and a good first toy to experiment with. Although the textured rubber covers don't add much to the overall experience, they are good to use if you want to make clean up easy (just remove the cover and wash with soap and water). If you don't use one of the covers you'll get a more intense vibration, but cleaning can be awkward as you'll want to avoid getting the lower half wet. You may want to invest in a toy cleaning spray for non-water proof items like Safe Suds, if you think you'll get messy with this toy.
Drawbacks include, it's unusual choice of running on two watch batteries. Odds are you probably don't have extra watch batteries lying around your house. Unlike devices that use larger batteries I find that this one doesn't give much warning when it's running low on juice. It seems to go at full blast until about a minute or so before it's about to die, so you may find yourself frustrated if you don't have backups. The small, flat batteries are also a pain in the neck to remove. Once in place they lie flush with the plastic around them, so there's no way to get a grip on them. If you can't get them out try taping it gently on a table with the battery cover off - it's probably not the best thing for it's inner workings, but it's the only way I've found that works. Because of the battery situation it would not be a good choice for an older person with arthritis, Parkinson's, or poor vision. (But I'd imagine that most of you reading this don't fit this demographic anyway

You mentioned vaginal penetration with it, does it stay on one's finger well enough not to come off in there? I mean, although it wouldn't really get lost, digging around in my partner's vagina for a vibrator that slipped loose isn't my idea of a good time. I take that back, it depends on the situation, but it might not always be a good time. Thanks for the review.
