Stockings With Ruffles
Ruffles are a very easy way to add a touch of cuteness to just about any outfit. Unfortunately with these stockings, your legs will need to be pretty small to wear them comfortably for extended periods of time.

Packaging is your basic Leg Avenue; inside a piece of cardboard, shows the model wearing them on the front and has all the material, sizing, and washing instructions on the back. These are a one size item, but won't fit a wide variety of people. They're 100% Nylon and should be washed by hand and drip dried. You could also put them in a lingerie bag or pillow case and wash them in cold water on the gentle cycle.
These are designed to be your basic thigh high stocking, but with some ruffles at the top. The lace ruffling is very similar to the lacing on their fashion socks only it doesn't go out as far, only about 1 1/4", and there's two rows of ruffles instead of one. The whole top portion is a total of about 3" tall when laid flat with the top 1 1/2" being a really thick band and the lower 1 1/2" being a cross between the top and the stockings. The nylon is really soft to the touch and feels very nice on the legs. However it's a bit on the delicate side. It won't get a run if you look at it funny like some stockings do, but it will snag and create pulls (horizontal runs that just pull the fabric into a line) like crazy. There's no reinforced toe, but so long as your toenails are relatively short and filed you shouldn't have an issue.
They did dig in and roll down on my thighs when pulled up where I would normally wear my stockings. That part of my thigh only measures about 19 1/2" around. When I pulled them down to about 19" around, things fared a lot better for comfort, even if they did leave marks on my thighs, so I wouldn't wear these anywhere bigger than that. My legs are about 33" long, 29" from my heel to my bikini line, and I was easily able to pull them all the way up to my bikini line, so height shouldn't be a problem here at all.
They stay up pretty well if you're not doing much moving, but if you're planning on being on the go you might want to invest in a garter belt for them. They do stay in a garter belt pretty easily but it can be a bit difficult to get things situated with the ruffles at the top.

Experience
I bought these because I really liked the color and wanted to get a pair of stockings in red that weren't fishnets. I'm glad I bought them because the nylon does feel really nice against my skin. But at the same time the tops dig in somewhat uncomfortably and the nylon does snag fairly easily. Because they aren't exactly expensive I don't mind the experiment, and if you end up liking them then they're cheap and easy to replace!
