Smelly, But Does the Job
For the price, I guess it's not bad. The bottle and spray top leave something to be desired. It seems to do its job, even if it smells (and tastes) awful.

Pros
It's cheap and disinfects my toys. It's compatible with all types of toys.
Cons
It smells bad, has a chemical taste, & irritates membranes if you don't rinse your toys well enough.
Use:
This Universal Toy Cleaner is compatible with all types of toys, from latex to glass and silicone. It's meant to make cleaning your toys easy because you can use the same cleaner for all of your toys, rather than fretting over whether or not a toy cleaner intended for one type of material will damage another.
Material/Texture:
This cleaner has the same consistency as water. It has a slightly soapy feel to it once you have sprayed it on the toy. It gets a little foamy and has a strong chemical smell. Whenever I spray it, I have to cover my mouth and lean away or else the fumes make me cough. If I don't rinse my toy well enough after cleaning it, it has a strong chemical taste and will irritate my vagina or anus. For this reason, I always clean and rinse my toys with antibacterial soap or at least hot water after using the toy cleaner.
Design/Shape/Size:
The bottle is thin, flimsy plastic. It's not very durable and feels like it would be prone to crack, leak, or puncture. I have not had any leaking issues with it yet, though. The spray top feels equally cheap and it can take a few pumps to get a good spray going. When I got down to the last 1/5th of the cleaner in the bottle, I started having issues with getting it to spray. There is a clear plastic cap to pop on over the spray top to protect it.
The bottle traveled in my suitcase, the cap stayed on, and it didn't leak or spray all over the place, so I guess the bottle is o.k. I wouldn't claim it travels well, though - I was pretty worried the cap would pop off, and I was worried the bottle was so cheap that it would crack or leak. It's also pretty large so it took up too much space.
Functions/Performance/Controls:
The lack of instructions is oddly frustrating - at first I wasn't sure if you just sprayed it on and left it, if you sprayed and wiped, if you needed to rinse your toys, or what. I went with spraying it on, rubbing it into/along the toy with a wash cloth, and then rinsing it off with hot water and/or antibacterial soap.
Packaging:
It comes in a cheap plastic bottle with a spray top and plastic cap. It's not discreet - it says UNIVERSAL TOY CLEANER in large letters. It did not come with any instructions.

Experience
When I first received my Toy Cleaner, I wasn't sure how to use it because it didn't come with instructions and there are none on the bottle. As I said, I settled for spraying it on and rinsing it off. The first time I sprayed it I didn't lean away and ended up having a coughing fit. It smells pretty terrible, and unfortunately it also made my toys smell and taste like the cleaner no matter how well I rinsed them - which is why I now wash them with soap after I use it.
I feel like it has done its job because I haven't wound up with any infections or anything, even from my toys that are made out of less-than-safe materials.

Follow-up commentary
1 month after original review
The smell and harsh chemical aftertaste this cleaner leaves on my toys, even after washing them with soap and water, mean that I'll only buy it when it's all I can afford. It does the job, but I have other toy cleaners that are far more pleasant-smelling and don't make me cough.
