The Weak Pebble Cock Sleeve
For the price, this would be a good toy as a first introduction to partner play for a monogamous, completely disease free couple. It appears non-threatening to first-time toy users. Other than the snug sensations the wearer experiences, the PowerRock does not enhance sex at all. The sleeve studs are not noticeable and the bullet does not add any sensations for either partner.

Pros
Inexpensive; Stretchy; Snug Feeling; Quiet bullet.
Cons
Senso material cannot be sanitized, Bullet does not stimulate.
The PowerRock is a 2.5 inch long penis sleeve made of stretch Senso that has little “tickler” studs all over it and a holder at the base for a “wireless micro stimulator.”
The “wireless micro stimulator” is a tiny little bullet that takes one tiny little watch battery to operate. (The toy comes with two of the necessary batteries.) The word “micro” is very appropriate as the bullet is only 1 inch long and about the width of a standard pencil. It is rather difficult to force the bullet into the holder. To use the bullet, you put the battery in it and then twist a top down to activate. The packaging of the Power Rock says: “Flip on the micro-stimulator for powerful vibrations.” This is just a flat out lie. You can't “flip” on the bullet, you have to twist the top of it to turn it on. Plus, once the bullet is in its designated holder you can't reach the top to twist it. I cannot figure out how to get the battery back out of the bullet.
The PowerRock is made of Senso. A big pro of Senso is that it is very stretchy. The big downside is that Senso cannot be sterilized at all. I cleaned the sleeve before and after use with hot water and toy cleaner. Without the bullet in place I could clean the outside and inside easily because it can be turned completely inside out. In theory, the safest way to use the PowerRock would be for the male wearer to wear a condom both under and over the toy – although I don't think most people would find wearing two condoms enjoyable. This product would be best suited for a monogamous couple who is absolutely disease free. I think this would allow the most pleasure for both parties.
The bullet itself is surprisingly powerful. It's certainly no Xtreme product, but it vibrates strongly enough that if you hold it in the palm of your hand it will spin. It's very quite. I couldn't hear it at all while in use for intercourse and it is barely audible outside of use. The written description of the PowerRock on EdenFantasys says the bullet can be used to stimulate other body parts, but it is so small that I would not put it anywhere near my genitals for fear of losing it! Because of its size, the bullet is also hard to grip – even with dry hands.
Some comic relief about the packaging: On the back of the packaging are 6 different country's flags with a translation of the product name for each country. It has French, Italian, etc. The very first “translation” is a picture of the United Kingdom flag with the oh-so-helpful translation of “Cock Sleeve”.

Experience
I examined the PowerRock before trying it with my partner to see how much it could stretch, and to generally familiarize myself with the toy before introducing it in the bed. I found the sleeve is indeed stretchy, and could stretch over all four of my hand fingers easily and further if necessary. I think this would fit a very large penis girth.
When we decided it was time to put the PowerRock on my male partner, I stretched it out with my fingers and attempted to place it on his penis. It would not just slide on and the only way I could get it on him was for him to hold his penis very still and let me put the sleeve down to his base and then pull my fingers away. I didn't see any way to put the bullet in place prior to putting the sleeve on his penis because of having to stretch is so much to get it on. Once the Power Rock was in place on the base of his penis, I attempted to get the bullet into its holder. As I mentioned above, the bullet doesn't just “slip” into the holder and you can't just “flip” it on once it is in the holder. So I turned the bullet on and then we had some great laughs as I forced the bullet into it's holder. It took a full 7 minutes or so to get the PowerRock, with the bullet turned on, into place for use.
My partner said the Power Rock sleeve did feel nice and snug on his penis, but he didn't gain any additional pleasure from the bullet vibrations. We attempted several positions with the bullet on the top of his penis, but I never felt any vibration stimulation at all, to my clit or otherwise. I also never felt the studs on the sleeve. The packaging suggests turning the sleeve over so that the bullet vibrates against the man's balls, but it was honestly so hard to get the sleeve on him that we didn't really feel like taking the time to take it back off and start all over with the bullet on the underside of his penis.
We wound up getting tired of the Power Rock and taking it off prior to his ejaculation. It just started seeming like more of a nuisance than a pleasurable device. It was very difficult to take the sleeve off his erect penis. We wound up basically folding it up over itself several times until it came off the top. I did manage to take the bullet out before we attempted to take the sleeve off.
I think we will try it again as just a penis sleeve and without the bullet because my partner did enjoy the sleeve snugness on his penis. He said it was actually nicer than a standard cock ring because it felt snug for 2 inches up his shaft, rather than just at the base.

Wow, sounds very frustrating with that little bullet. I think a push button design would have been much more useful than a twist cap. I know my husband really enjoys the stretchy sleeves we have, perhaps even more than I do.

Yes the tiny little bullet is a rather large trouble. Still, I'm told the sleeve alone is worth the price.
