Relativity does not apply to "Universal"
If a product advertises itself as being Universal, it should be a reasonable approximation thereof - able to meet the needs of most users and most devices. This sleeve would be lucky to fit on a 2.5" cylinder, and would be too large for anyone but the girthiest of men to use. An utter disappointment.

This silicone sleeve is advertised on the package as being "Universal" and "Able to fit most penis pumps." For a company called "California Exotics" - presumably located in the state where most of America's porn is produced - you would expect that "Universal" would mean "Between 1.75 and 2.75" pump cylinders" and yet, no. Trying to use with a 2.75" cylinder, it wouldn't even come close to fitting - I doubt this could fit on anything above 2.25”. In a world where there are pump cylinders up to 3", one would hope that this could actually fit a majority of them when labeled "universal".
As to dimensions - CalExotics advertises this donut-gasket as being 3" in diameter, with a 1.25" hole in the "donut". Based on experience and the science of guessing, I'd say that the actual functional dimensions are closer to 1.25" inner diameter, 1.75-2.0" gasket diameter, and 2.75-2.85" in outer diameter. Given that the donut slid into the 2.75" pump with no effort, I question the claim of 3.0" outer diameter. As for the inner diameter - this might be accurate, which is somewhat confusing as from other products, it seems the average erect penis diameter is around 1.25", which suggests that this was designed to only fit on someone who was already mostly erect. I suppose I can't fault them if their intent is purely to expand penis size and not assist in erection, but it does seem like an odd choice.
So, “Universal”...no…not hardly. Not remotely. Not only has it failed to meet its claims, but I'm anticipating most who will attempt to use it is will feel like a lesser man for their efforts.
As for care, should you find a way to utilize this device, I advise being careful. This is made from TPR Silicone so: do not boil, do not bleach, do not use silicone lubes on it, do not store in your glove box. If this will be a slutty toy, making its way around like the village bicycle...well, honestly, you shouldn't do that. Condoms don't really work for penis pumps, so there would be no protection for sharing. For your personal use, use warm water and a nice toy cleaner. For more safety, you can always use Cavi-Cide to clean it. But again - given the nature of the product, I would NOT recommend sharing this sleeve, as you cannot properly sterilize it. Then again, I also don't recommend using this sleeve to begin with, so...
