This item is poorly made, plain and simple. Without worrying about whether you're big enough for it, or if it's strong or intense enough, one should focus on whether or not they want to use a sex toy that seems to be made from rejected materials on rejected machines. I'd suggest that you save your money and buy a nicer toy.

There are both penis and testicle rings, and the bullet vibrator is kind of okay.
This toy seems like it would be useful for men who have a very long penis and who want to give their female partners more clitoral than g-spot stimulation. It could be for either beginners or advanced users. It's pretty universal it seems, as long as your penis is pretty big.
The material of the ring is a very flexible, jelly-like substance. It's wobbly and not very stiff at all - a bit more flexible than other cock rings I've used. It smells very plastic-y, so that was a worry (if a toy has a scent, that generally means that it is degrading and breaking down). The nubs that are, according to the package, to provide "dual stimulation for female!" are likewise quite soft and crush easily under little force. The ring is poorly molded and has many imperfections.
The vibrating bullet is made of hard plastic that seems very brittle. It's smooth and very light, considering the weight of other bullet vibrators I've experienced.
I like the fact that there are two rings - one that wraps around the testicles and another that goes around the base of the penis. Personally, this is a definite bonus since I like the sensation. The dolphin head at the front is a bit odd, laughable even, but I guess it does give the toy some aesthetic quality. I'm of average size and the toy fits me just fine (as I would expect a cock ring to fit) but there's so much bulk and stuff going on that it decreases how much of the penis is available for penetration. It was a little weird for me, actually. I suppose that the idea is that deep and long penetration shouldn't be as important if there's a great vibrator on the clitoris (at least for some women) but myself and my partner weren't the biggest fan. I tried to make it work, but the toy didn't allow for as much mutual pleasure as the poorly-worded packaging suggested.
That being said, the vibration function in the bullet itself is actually pretty good. The packaging proclaims "7 PATTERNS VIBRATION!!!" and does not disappoint. However, when the bullet is in the toy, one must pull away from his partner in order to access the side of the ring where the button to cycle through the patterns would be. This makes it a bit annoying to change patterns quickly or without interrupting the action.
The bullet vibrator is, as I mentioned, actually pretty alright. It can be very intense and some of the modes are pulsing or varying in intensity. The only complaint I'd have (other than the cheap-feeling design of the casing) is that one must cycle through the whole list of 7 patterns to turn it off. Speaking of the patterns, they are as follows:
1) Low, rumbling vibration
2) Faster, higher-pitched vibration
3) Even higher-pitched vibration
4) Sine wave-shaped vibration intensity pattern (ramps up then drops off over and over again)
5) Pulsing pattern
6) Faster pulsing pattern
7) Fastest high-pitched vibration
The toy alleges to be waterproof, and the bullet does have a silicone or otherwise rubberized "O" ring where the battery compartment is, but based on the cheapness of the rest of the product, I personally wouldn't risk it.
I must say a word about packaging. The packaging is full of what some people might call "Engrish" or, in other words, poorly translated English. For instance, let me copy what is written on the back. All poor grammar is accurate:
"The dolphin bead brings extra clitoral stimulation when vibrating. The nodules on cockring for added stimulation of female external labium. enjoying the vaginal and clitoral orgasm at the same time!"
the text and colors also look like they jumped out of a 1990's Geocities site. I almost expect there to be a tiled .gif background to the card in the blister pack.
In brief, the packaging shows about as much attention to detail and craftsmanship as the rest of this toy.
I feel like I have to explain what my experience was. As I mentioned, I'm about average size (a bit over 6" when excited) but wearing this toy left me with fewer usable inches than I wanted and made penetrative sex with my partner awkward and kind of uncomfortable. It seems that the toy might be useful if a man wore it and allowed his partner to mount him and tease herself with the vibrations, but otherwise I can't see this toy being very fun for many people. Again, perhaps if you're a lucky guy with an 8" meat staff you can use this toy and have enjoyable penetrative sex, but this toy simply didn't do it for me at all.

I honestly still haven't been able to make this toy work. I've tried various positions and methods, and it just isn't working for me. I will say though, that I'm probably going to keep the bullet vibrator as it's the only part of this toy I like even a little bit.
