Probably Not Useful
This product is not very expensive, but unless you're massive, odds are it's a waste of money. Consider picking up a different set of cock rings or trying one of the lasso styles.

Pros
Can use the larger ring around your scrotum
Cons
Even the smallest ring might be too big for some guys
I became interested in cock rings after a medication I was prescribed had a sexual dysfunction side effect that made it difficult to sustain an erection. I thought that possibly using a cock ring to restrict blood flow would help correct the problem, so I eagerly picked up the Tri Rings. I saw a few comments that said they were too big, but I didn't honestly believe them. Now I know they were telling the truth.
When the package came in the mail, I opened it up to find an easy-to-open plastic clamshell with a smaller pouch enclosing the rings. I had the package open and the product in my hand within seconds.
Upon getting them, I immediately tried on the smallest ring (1 1/4 inch in diameter). Due to the material, it was difficult to slide the ring all the way down my penis while soft. After applying some lube, I was able to slide it down so that when I got hard, it would be in place to do its job. Ultimately, it was snug, but not tight. It only marginally restricted blood flow to my penis, and it didn't keep me from going down after cumming.
I have to say I am disappointed. I picked up the Tri-Rings because I thought they'd be a good introduction to cock rings, but the truth is, they are WAY too big. I'm by no means a small guy, but two of the rings were too big to even consider trying for play. The smallest ring fit, but it was not small enough to actually restrict blood flow to the penis, which is the whole point of using a cock ring. For comparison, the largest of the three rings fit quite comfortably on my wrist. The middle ring is probably too small to fit around your scrotum and too big to fit your shaft.
