It was an entertaining toy....
In short: skip it. The vibrating mechanism failed completely while the design -- the nubs and fake tongue -- did nothing. It worked as a cock ring though.

Pros
Super-squishy, comfortable material
Cons
Design is odd, product didn't perform as expected, the vibrator was an epic fail
The T-licious Cock ring arrived in a simple cardboard box. I generally prefer my products to appear more mature and upscale, so I was a little surprised when I saw the porn-like seduction scene on the cover. When I opened the box, I found the T-licious ring in a cellophane baggie and the vibrator in a separate plastic bag. Fortunately, the vibe come with six watch batteries (it uses three at a time, so you have backups), and it comes ready for use.
This was the first time I had ever used -- let alone seen -- a cock ring, so this was especially interesting for me. Perhaps I should have begun this adventure with a ring that was slightly less bizarre and hilarious? To start with the important stuff, the ring is super-squishy. The photos make it look like it could be made of hard plastic, but this is not the case. The ring is made of TPR which is compatible with silicone and water-based lubes and can be cleaned with soap and water but cannot be boiled. The material made for a comfortable fit.
The design of the toy is what sent us into peals of hysterical laughter. It looks like a medieval torture device with a giant tongue. If you shake the ring a little, the tongue shakes like Jell-O. There were several times that I had to look my beloved in the eyes and say, "I have to write a review about this -- stop laughing -- we have to get serious." We did finally get serious and when we slipped the ring on, we managed to have a good time despite the bulky 1.5" of clear tongue waving at us. However, when we placed the vibrating bullet into the sleeve, it stopped working. Out of the sleeve, we were able to make it work, but once returned to the sleeve it promptly stopped working again. We tried a few more times to coax the vibrator to work, but it never did. With the wrong partner, this could really be a mood -killer, but I am fortunate enough to be with someone with a sense of humor so, we continued to use the ring sans the vibrator. Not being able to use the full functionality of the product was a let down, but we were still able to use the ring.
The nubs -- the part that looked frightening -- offered a little stimulation, but the vibrating bullet wasn't inserted, so there is the possibility that the nubs could have created even more stimulation than I experienced. I can't say I ever really felt the tongue. I get the idea of what the tongue is supposed to do, but it just didn't work for me. That said, the cock ring provided enough pressure and stimulation that we both ended up thoroughly enjoying ourselves.
The ring itself did what it was supposed to do. It offered the right amount of pressure, didn't pinch, and didn't hurt. The ring measures .75" un-stretched and stretches up to 2" so it should be able to fit a variety of sizes comfortably.
For my first experience, I think this one wasn't bad. The ring worked, the vibrator didn't, and the design had us laughing enough that if there had been any hesitancy or nervousness about the product, it dissipated into the cloud of boisterous giggles. I can't say that I would recommend a product with a temperamental vibrator, but I'm definitely willing to go another round with a cock ring, but next time, I think I'll go a more traditional route -- one where I don't end up with hiccups from laughing.

It still works as a cock ring, but with the strange design and the fact that the vibrating mechanism never worked, I just don't like it.
