Gimme the Ol' Ball and Chain
In testing this toy, I learned that sometimes the idea is better than the execution. The principle behind this item is sound, but the way this was put into reality is flawed. Upgrading the material, and a solid rethinking of what the makers are trying to achieve is a necessity for this toy.

Pros
Super stretchy material, easy for beginners to use
Cons
Porous material, insufficient size for anything past anal beginner
From him: I first saw this product and thought it combined two of my favorite things: anal play, and cock rings. Throw in how cheap it was, and I figured it would be something fun with which to experiment.
Experiment turned out to be the right term. I've used cock rings before, but this was surprisingly lengthy, more of a partial sleeve than anything else. The length didn't seem to serve any function either. The beads were small, and mostly uninteresting. I'm at a loss to explain why there were three on the string, as there was really only need for one. Anything more, and it just doesn't make sense when you consider the function of the toy in the first place. I would have been much happier if they had just combined everything past the first ball into one larger sphere, and used that instead. Each of the three balls are 22mm in diameter.
The ring segment is, as noted above, quite long. I wore this during sex, and didn't notice any particular benefit from it, but I wasn't expecting the material to act as anything other than an anchor for the balls to counterpoint against. It did this well, and I felt a slight pressure from inside as the balls were tugged on by the stretch of the material. This was good, but very minor, and probably better achieved by a different means.
The name of this toy is misleading as well. Where it says 'silicone', this device is actually made out of TPE, which has significant stretch advantages over silicone, but is unable to be completely sterilized, something that for me, if intended for anal use, is a necessity. Soap and water will clean this, but this toy should not be shared between partners. However, due to the price, if you do have a partner that just loves it, you can get them their own rather cheaply.
From her: This toy was noticeable to me - more than it perhaps should have been - in that the ring / sleeve became sticky as it dried, and from time to time I could feel a sucking sensation at the entrance of my vagina where the two where sticking together. This was uncomfortable, but not painful. As he notes, I was also less than impressed with the composition of the toy - it's evident that it's cheap, and difficult to sterilize. However, the plastic clam shell it comes in is perfect for separating it from the other toys in our toy box and containing residual smells.

Follow-up commentary

Haven't had the urge to use this since our testing phase, there were just too many things that it didn't do quite well enough to justify getting it out and all the cleaning we have to do both before and after use to employ it's talents.
