Don't Put this Ring on It
This is certainly a 'starter' when it comes to cock rings, but that is about it. Gives you the idea of how they work and if you think you may or may not enjoy them. But there are honestly better ones that can do this with out the many downsides that this one has to it.

Everything else
There are a variety of ways that you can use this ring. On either a dildo that doesn't have a bullet attachment, or of course, on your partners penis. This can be worn during intercourse or masturbation. The bullet attached to it doesn't last longer than about 30 minutes, but it can be turned on and off if you don't use it for the full 30. The ring is not waterproof so you cannot use this in any place that it could become submerged in water.
Made from TPR, this is a mixture of rubber and silicone. You will want to use it along with water based lubrication. The ring is very stretchy; I was able to pull it up on to my arm which is about 3 inches around, and at its smallest, the inside diameter is about 3/4ths of an inch. The TPR is super sticky, so it will latch on to any hair that you may have.
The ring itself is very smooth, though where the vibrator is housed has a nubbed texture that is shaped like a butterfly.
The ring is stretchy enough that it will fit a range of penis sizes. The design is really geared towards beginner cock ring play, making it easy to get on and off. It gives you an idea of what a cock ring will do for you, but performance wise, it doesn't do everything.
There is one setting, on or off. It is easy to hear from another room. The switch however is a whole other can of beans. It is small, and I found on mine, it was just hard to switch on or off. At one point, I even found myself using my teeth.
The vibrations are very low; when using this with a toy, I couldn't feel them on my body or going through the toy. However, when I finally just took the ring off the toy and used it directly on my clit, I could feel more.
There is not much in the way of care for this; it's really a one use toy. So you want to keep it sealed in the package until you use it.
The packaging is a sealed foil pack, slightly bigger then your average condom wrapper. It has a see through side to see the ring, and then the back which reads how to use it. The packaging is recyclable but not discreet in any way. However, it is small, so it is certainly not hard to hide.

Experience
For me this was a much better vibrator to use directly on my clit than it did as a cock ring for any of my toys. I was able to get it on my partner once, however it quickly came off when the hair that he does have was getting pulled by it, and he refused to give it another shot based on that.
Follow-up commentary

Still not a fan of this, picked up another for free to test it out on my last order and it still isn't something that I would personally recommend to someone.
