Tepid Tongue
The design of the Tongue Tickler has potential, but the vibrations just aren't powerful enough to give this tongue any grade-A oral skills. The best service it can provide is some light foreplay before the real action begins with your partner, or if you are on your own, before you switch toys.

Pros
Waterproof, compact, easy to clean, quiet
Cons
One speed, weak vibration, odd battery size
The soft, gentle hum of Pipedream's waterproof Tongue Tickler may be just what is needed to get things warmed up, but don't expect things to get too hot to handle using this toy alone. It won't provide any serious licking, lapping, or flicking, as the vibrations greatly reduce in intensity by the time they travel to the tip of the tongue, which results in absolutely zero movement of the tongue itself. Ideally, a timid beginner(s) might enjoy this toy or it might make a fun gag gift for a Bachelor/Bachelorette party.
It can be used all over the body to gently tease erogenous areas, even a tongue in the ear if that's your turn-on; however, it's not going to be effective for vaginal or anal penetration and it's not really meant to be used for more than subtle external titillation in the first place. Or, let this tongue take over rimming if your partner's prefers to explore elsewhere.
MATERIAL & TEXTURE
The mold of the nose and the tongue is made of a super soft, bubblegum pink TPR silicone. The box simply says "silicone", but I'd be more inclined to agree with the product page description, as it is extremely soft, pliable, stretchy, and bendable, with much more of a rubbery/putty feel to it than 100% silicone. In fact, it is so soft, that it can be balled up in the hand and will still retain its original shape when released. Besides, it does have somewhat of an odor to it when held up close to the nose, and pure silicone generally is odorless. It's also going to be a bit more porous than silicone, but still relatively safe to use, so as a precaution, don't share it.
The texture is smooth throughout, with a good amount of drag that makes an audible "scratching" sound when the thumb is pulled against the surface. It's quite sticky and will attract lint and dust particles, so it's a good idea to clean it off before and after use. In order for it to slide across the skin, use enough lubricant. Tongues are supposed to be a little wet anyhow!
SIZE & DESIGN
The overall size of this toy is much smaller than I had anticipated, with a very long, thin tongue and a nose reminiscent of a witch's, somewhat cartoon-like and not exactly very sexy, that has a long pointed tip and huge flaring nostrils. The entire length of the toy is only about 3-3/4 inches long and at its widest (across the mouth), perhaps 1-3/4 inches. The tongue is a bit thinner, roughly 1-inch wide with a round tip at the end. It's completely seamless, so there are no sharp edges anywhere. The back half of the mold is flat, with a hole in the center to accommodate roughly 2/3 of the length of the 2-3/4 inch translucent pink, plastic micro bullet (the one in product page is silver, so heads up, the color could vary). The mold has good detailing to it, including some visible top teeth and texture to the lips and to the surface of the tongue (not felt but visible).
FUNCTIONS & PERFORMANCE
The battery required to operate the toy is an "N" sized, 1.5 V camera battery. It's extremely easy to insert by simply twisting off one end of the plastic bullet. There's a visible black rubber gasket for impermeability purposes on the same end. A simple, slight turn of the end of the bullet is all that is needed to turn on the motor, the output being a single-speed, average-intensity vibration. This is not enough to make the tongue flap, i.e. dance around over the sweet spot. Yes, the vibration is felt in the tip of the tongue, but it's generally to weak to enjoy. On the plus side, it's pretty quiet and could easily be toted along in one's purse or coat pocket since it's small and very lightweight.
CLEANING & MAINTENANCE
If you intend on keeping this toy, only use a water-based lubricant and wash in warm water and antibacterial soap. Samples of both maintenance items are included. It can be stored in a plastic Ziploc with some cornstarch to keep it from sticking. Keep it out of the heat and away from other silicone toys, as this material has the tendency to "melt" at those contact spots.
VERDICT
This toy is generally just silly and chances are that few may get some pleasure out of it, other than a good laugh. Nevertheless, it might still work for the right person(s) who isn't looking for more than a little tease.

Experience
I'd have to definitely classify this toy as a novelty, because the tongue portion is completely useless. I've owned the more realistic Lady Calston Tongue toy, which was much better than this one, but still left me unimpressed for the most part.
When it came time to use the Tongue Tickler, I had to press it so firmly against my clitoris in order to feel any vibrations that the tongue smushed up against it because the material is so soft. I realized that the only way to get any pleasure out of it was just to scrap the tongue and use the micro bullet on its own, or save that for use with a compatible cock ring.

Follow-up commentary

This toy never did it for me. It's just one that was more fun to look at than anything else. With such a light lick, I couldn't have gotten off on it had I been tied up for hours forced to receive oral from this thing.
