Whips and chains and floggers, OH MY!
The price of this tickler is so low that your not losing out much trying it out. I think it makes an excellent addition to any one's toy box, regardless if you like pain. It can be used to enhance a sensual massage and is fun and easy to experiment with temperatures as well.

Pros
Cheap and versatile.
Cons
Can be painful if used forcefully.
The Chain Tickler can do more than just tickle that's for sure. The long thin plastic handle has several "chains" made of little strands of tiny metal balls. These strands resemble the little chains that come with cheap key fobs or necklaces. I'm not exactly sure what type of metal is used in this chains, but if I had to guess I would say it looks like aluminum. However, if you have allergies to nickel I would be wary as it it isn't listed on the product page what type of metal it is. The chains feel nice lightly dragged over the skin as well as lightly flicked over sensitive areas. Be warned however, these unassuming chains can do some real damage if you decide to use this toy as a flogger or whip. The long plastic handle doesn't give a lot of control, so it does really act like a cat o'nine tails type whip. I happen to enjoy pain, but when my man got a little worked up, he left some pretty nasty welts on my thighs and ass. Because of this, I would recommend you use EXTREME caution when slapping or whipping with this toy. Beginners should definitely stick to light strokes, using this more for it's intended "tickling" sensations.
Another great use for this toy is temperature play. Simply dipping the chains into a glass of hot water for a few minutes will warm them up nicely for a different experience. The same can be done using ice water to experiment with cold temperatures. This is a very nice toy to use when you have your partner blind folded. You can switch from light tickles, to warm, to cold, to slightly stinging slaps.
Cleaning is simple as there generally isn't much call for a deep cleaning unless you happen to get bodily fluids on it or lube. I normally just wipe it off with a damp cloth. However, the plastic and metal can be washed or sterilized with soap, very diluted bleach water, or even toy wipes. I do suggest that if you get the chains wet from cleaning or experimenting with temperature play, that you dry the metal thoroughly so it doesn't rust. I have had mine for lone time now, and it hasn't rusted, but that does not mean it won't if not dried properly. I would suggest drying each strand with a dry cloth, then leaving it spread out on a flat surface to dry over night before storing in a confined space. Water can easily get down into the plastic "cup" portion that secures the chains to the handle. Not having a loop to easily hang this upside down, I would suggest checking to make sure there is no moisture inside there before you store it. Storing can be a bit tricky due to it's long length, and the absence of a hanging loop. I just store mine in a dresser drawer out of site of my son and other wandering eyes, but their are flogger cases on the market for storage of long handled crops, floggers and the like.

Experience
I love the way this feels being lightly slapped on my nipples, thighs, and ass. My man enjoys the lighter play and I use this frequently to "tickle" his back and legs. It feels great all over the body.
Follow-up commentary

This tickler has help to some pretty rough play. I like that is is cheap and versatile. I have recommended it to many of my friends who are just getting into "sensation" play.

I wonder if the metal would rust or tarnish in the long run if you washed it with bleach water.

That is a valid point. Generally, you aren't going to need to sterilize this often if at all. I have had mine for quite awhile now and there is no rust, but I generally just wipe it down with a damp cloth and allow it to air dry. I'll have to put this in the review. Thanks!
