Slightly Better Than Meh.
This is a cute, little whip. It's more toy-like than tool-like, as far as I'm concerned. I don't dislike it, but it's definitely not what I had in mind when I bought it. I've found a few "alternative" uses for it, and it's a neat thing to have around, even if only as a hint to the fact that I might be interested in exploring a little bit of kinky time.

I bought the Sportsheets Rubber Whip Junior a while back, and honestly I have only used it a few times. I found it to be somewhat stimulating - it does have a nice sting to it. I bought the short one because my favorite (albeit mostly vanilla) partner likes to smack my butt when he's penetrating me from behind. I find that very arousing, and I'm trying to gently introduce a teeny bit of kink into our adventures. I thought that a longer whip would be awkward with him so close. It could just be him (he's the only other person I've used this with), but it seems like it's a bit awkward, even with its short length. Mine measures 9.5" from the beginning of the handle to the end of the falls. The product page reports it to be 10".
The handle is comprised of two wooden beads with a clear plastic tube in between them, and measures 3.75 inches. There is a wrist strap which is about 6" long (12" around), so you don't accidentally launch the whip across the room on the back-swing. My hand fits in there with tons of room to spare. It should fit around almost any hand. The falls (the strands coming out of the handle) are made of rubber. Latex sensitive people beware: this whip DOES contain latex according to the manufacturer.
The falls are...remember the Koosh ball in the 80s? It's like that, except it's a whip instead of a ball. In the event that you don't remember, they're very thin strands of rubber. I got bored about halfway through counting the number of strands, but I'd estimate that it is about 150-160.
As I said, it stings a bit when you're whipped with it. I liked the feeling on my behind when my partner used it, but it wasn't really that much different from a spanking, except that it covered a smaller area. I think I actually prefer being smacked with an open hand on my bottom. I have a lot of bottom, and a hand covers more surface area. I mostly like the IDEA of being whipped, I guess.

Experience
A way I ended up using this whip that I don't think the creators had in mind, aside from relieving itching, was to add extra texture/sensation while masturbating. I was trying it out to see how it felt hitting my vulva, and...well, one thing lead to another, and it definitely feels nifty when I put it between my fingers and my clitoris while rubbing myself. Since this is a toy I don't foresee using "on" another person, particularly in this way, I'm not too concerned with the fact that it can't be sterilized. I just washed the falls with antibacterial soap, untangled them, and hung the whip to dry. Then it was good as new. I'm a fool for texture, and this definitely has it!
