Hate It, and Not in the "Hit Me Again" Kind of Way
In short, I hate it, I tossed it out, and I would NOT say it falls under any sort of BDSM safe and sane play.

Breaks skin, cheaply made
This flogger is, for lack of a better word, horrid in my opinion. The material is vinyl and there is some sort of fabric backing on the back of each fall but it does nothing to lessen the blow. Even just using it for warm-up, it broke skin. To compare it to something understandable, it's like being hit with a million paper cuts at the same time.
I've thrown it away, and to be honest, I wouldn't even recommend this to my worst enemy's Dom. There are no redeeming qualities at all to this one. It's cheaply made and obvious in that. The only thing this would be good for is decoration. I don't even feel it's safe to use on an actual person.
If you do decide to try it out, please use extreme caution, because even the smallest strike broke skin on me and I do not mark easily. The "wrist strap" broke immediately and the diamond studs fell off coming out of the box.
I actually did have high hopes for this one. I like floggers a lot and I love floggers that aren't always made of deer suede, etc. I really wanted to like this, but after one session, even my Dom didn't want to use it on me anymore.
I can say, if you're into skin-breaking and seriously stinging pain, this may be a flogger you'd like, but the quality will leave you wanting. It's most likely going to break and the falls will eventually wear and become even more dangerous to use.
I am a huge advocate of safe and sane play. This obviously needs to be something that is consensual, and I would recommend that, if purchasing this flogger, you and your partner discuss what kind of aftercare will be involved, because you will need some sort of plan. I wouldn't pay a dime for this flogger, but that's just my opinion.
