I have my tongue pierced and my fiance' swears up and down that he can not feel the ring unless im vigorously moving my tongue.. Can you feel tongue rings during oral sex or is a turn on just knowing that its there?

Never had the opportunity, wish I had though. I also have different parts than your fiance, so I'm not sure how to answer that. It's a turn on for me to know that someone has a tongue ring, though.
