Don't even want to think about this one. LOL....
My daughter just turned 10. I am dreading having have the talk that comes just before the sex one.
I would have to say that if they are comfortable enough to come talk about it and ask for it, then they are mature enough to use it.

I guess I am much more open about it. If your daughter is old enough to menstruate...she needs the birth control and sex talk!! She needs to know what her body is doing and what she needs to do to protect herself with the natural urges she already has as it comes with puberty. Whether or not you think they are old enough doesn't change the fact that naturally we have sexual urges even if no one tells us about sex yet.

I don't have a daughter (or any kids for that matter), but I don't think that I could put a specific age limit on this.
Not so long ago, when I was a teenager myself I knew lots of girls who were on BC at lots of different ages for lots of different ages. Girls as young as 12-13 were on it to help regulate their cycles or prevent cramping that was so bad that it kept them out of school.
As to using BC for it's intended purpose, it would depend on how mature my daughter was, and how ready to have sex. I know girls now who are 20 or so who still aren't mature enough to know what they're doing when it comes to sex.
Hell, I know woman who are married and already have children, who I don't think are mature enough to make those kind of decisions.
tl;dr it would depend not on how old my daughter is, but on how mature.
