Virginia?
If you're asking about shaving your vulva - then yes there is a painless way to do it - at least for most. Before getting her laser treatments, my wife shaved using a high-end multi-blade razor like the Gillette Fusion and used hair conditioner as shaving lotion. Although Coochy Cream works as well, it's much more expensive.
The conditioner is extremely effective at preventing nicks while still allowing for a smooth result. Once you make the decision to shave, consistency is the key. If you do it frequently your skin will adapt. If you do it occasionally - you'll like experience more rashes, ingrown hiars and other unpleasant side effects.

I agree with everything Gunsmoke suggested Coochy Cream + good razor work just fine for me. I also use Gillette Shaving Foam sometimes.

Find a razor that has four blades opposed to two or three as those tend to glide a little better and pull a little less. Make sure it's high quality blades so you don't get a tug. Keep the blades changed frequently so they don't get dull. I agree with the others that have mentioned using a high quality shaving cream. I've had good luck with Coochy but other brands are out there with solid reviews.

Welllll. This might sound silly, but a few months ago, my girlfriend was waxing her legs with some of those pre-waxed strips that you just heat up between the friction of your hands. Well, it comes with these wipes that are "desensitizing wipes" that help to kind of numb your skin a little to dull the pain.
The main active ingredient in these wipes is Kava. And I did some research on wikipedia and found out that kava sounds like a pretty awesome thing that I don't totally understand why it's not used more.
Too bad kava wipes aren't sold separately for at home waxing or other.

I put coconut oil on my sensitive bits before I get in the shower, then I use the purple Hydralicious Herbal Essences shampoo as shave gel......(same protocol for my legs)

I find male razors work better. I use conditioner to help it glide better.

There is an easy way to shave without razor burn, and this is it.
First, get a hot (it has to be hot, but don't burn yourself) wet towel and lay it over the area for about one minute (60 seconds). This will help soften the hair and open pores.
Next, find a good shaving cream. I recommend a men's gel-to-cream facial shaving cream such as something from Gilette. I use Coochy Shaving Cream which can be found on EF. But Gilette may work better for some people.
Cover the area, and get a good razor. I use a man's razor (also Gilette) because they are designed for less knicking and cutting. Shave slowly, and take your time. This isn't something you want to do in a rush.
After you are done, finish off with a good toner. I recommend using Coochy Protection. It's also found on EF. Spray it on your freshly shaven vulva/lips and it will disinfect, protect, and make a barrier between your skin and clothing. Keeping all the dirt out and reducing razor burn, etc.
