First you need to learn how to contract your PC muscle. You can do this by inserting a finger or resistance device (like a vaginal barbell, kegel exerciser) and squeeze the muscles around it. You can also try to stop peeing after you start (don't do this regularly - just to help you locate your PC muscle). Once you can do that, you'll know the basic step to take when doing the exercises.
In order to do kegel exercises, just contract the muscles and hold it for five seconds, and then relax them for five seconds. Do it a couple times in a row. You can work up to contracting for ten seconds and relaxing for ten seconds before repeating. Different types of kegel exercisers can be helpful by giving you some resistance/reminding you to do the exercises.
