I think she's probably having them but isn't aware of it. I never noticed them until I started using toys and could feel the resistance on the instroke. If something is inside you past the point where the contractions happen or if nothing is inside you, they're not quite as noticeable.
She might also try kegel exercises. The stronger her PC muscles are, the easier it will be for her to feel the contractions.

I thought every woman had vaginal contractions during sex... It doesn't make sense without them. There's a lot of muscles down there. I would also suggest kegels. After many years of having sex (over 20) I almost always have my first and most intense orgasm from clitoral stimulation (along with some penetration from his hand or a toy.)
