Quick question, does he masturbate? If he does, you can ask him to show you how he does it so you can make him orgasm. If he answers no to the masturbation question, he might want to talk to a doctor.

My 2 bits, I'm not a therapist or expert by any means: climaxing is mental to some. Meaning it's in the brain. Perhaps find out what fantasies he has. If possible do some of them. Or have him think of some sexy thoughts while doing the deed. Or watch a adult movie and imitate some hot scenes.

I hate to bring it up, but has he had this problem with others or in the past ?

Anorgasmia is quite common we have a thread you may like to read.

Does Anorgasmia dissuade you from pleasuring yourself?

That aside I am a qualified nurse and I am happy to provide clinical information and direction on a purely informational level. My first reference would be to ask if you/he have/has discussed this with a GP/doctor?
