My first was the Finger Fun and I still love it to this day. It's got varying speeds and is small and easily hidden. Plus the material is soft and nubby.

I have reviewed a lot of toys and my Seduction by Evolved is still my favorite. It's hygenic, satiny plastic and waterproof, and has three descreet speeds. It's a good price and is awesome for either clitoral or insertable stimulation. Here's my video review which might help!

I'd recommend the Lelo Siri. It is strong, quiet, but still high quality. It has a warranty. Overall, it is not only worth the money, but something that will last and be just as good as a second, third, and fourth toy. (etc etc)

Well, anybody can recommend you a vibe, dear, but no one will be able to know for sure what works for your friend. Everyone has a different body, and while there are definitely certain aspects that most of us bend to, her needs may vary drastically. If she is comfortable telling you, perhaps posting what she may like to look for in a vibe would be the best information for us to go by.
If not, I think you should go for something with no frills, basic, and fairly cheap, but still has a nice variety of functions for her to play with. I'm not even going to say "inexpensive" here. While one can argue that you get what you pay for, it's much worse to pay for a more expensive vibe and find out it doesn't work for you.
If this is her first, she should keep it simple, use a common safe material, like plastic, and make her own assessment of her needs based off of that. If it's not a surprise gift, what you could try is picking out a few that you think she might like, and sending her a comparison. That way she can give you some guidance about what she is attracted to.

It's really hard to pick out a first toy.
My first vibrator was way too weak and crappy and put me off trying toys again for a long time.
On the other hand, some people are more sensitive and would find a really strong toy to be too much.
I think the MiMi *is* a really good "first toy". It's pretty, doesn't look sexual, and the settings go from barely there to quite powerful - a good range that would hopefully work for most people.
On a smaller budget, I think a cheap but powerful and adjustable smoothie serves the same purpose (although they're a teensy bit more phallic). A pretty bullet might be nice, too.

My suggestion is one of two things and it depends on how close you are. First you can window shop vibrators online with her and watch to see what she is drawn to. This is how my hubby bought me my first vibrator and it was bang on. A nice basic multi speed shaft that was just the right size, I still love it. But that does require you to have a pretty close relationship.
My second suggestion is a good old gift card, honestly I don't tend to buy many toys for myself but if given a gift card I suddenly have an excuse to go shopping and be adventurous.
