I'd say silicone. It's soft, more forgiving and body safe.

Another vote for silicone, since not only does the little bit of cushion in the material tend to be more comfortable for a beginner, but it can also be fully sanitized. However, if you are really set on glass vs. jelly, go with glass. Jelly harbors bacteria no matter how well you clean it and will deteriorate in time.
