Wow. Lots of questions.

I've got no problem with teens and young adults using toys. I was 19 when I got my first toy, and my mother came along to help me pick it out. I honestly can't say when a person is "too young" to try out toys, since different people start masturbating at different ages, and it's a little too hard for me to decide when the cutoff age should be (though the start of one's teenage years is at least old enough). As for promiscuity, I think that's just going to depend on the individual person. I can't see toys promoting it, honestly, though I wouldn't be surprised if they reduced it.

It's extremely beneficial for a person to masturbate before having a sexual encounter with another. Masturbation is fun and natural, and knowing your body and what you like will allow you to enjoy yourself more when you do finally have sex. And virgins should definitely look into toys if that happens to interest them. I'm a virgin, and sex toys are one of my greatest joys in life. I think it's silly to "save yourself" for a real person. All that does is deny yourself a form of sexual enjoyment. No one should feel that they have to wait for the real thing.
