That's what I was thinking, but I'm not sure what would do that in the (long) ingredient list. In any case, yeah, it can only inflame tissue, not enlarge the penis.

..that is, it can inflame tissue but it can't create more penile tissue, which is what you'd have to do to enlarge the penis in any enduring way.
