It is recommended not to wear one for more than 20-30 min. It can cut off the blood flow, that may not be the best.
You could look at one like this one link (they also have ones with snaps) that way you can take it off easy when the times up and keep going without stopping. Either way he will wear it over the condom.

Dwtim is right, 30 minutes is the longest anyone should go without blood flow, earlier if he starts losing feeling in his penis or it starts to go cold.
