If you're talking about a cock ring that goes over both the cock and balls, you should be able to slide it off while holding the base of the condom so it doesn't slip off. If you're talking about a ring over only the cock, I'm not sure as I have never used that type. You might still be able to slide/roll it off, but it may damage the condom in the process.

i have never tried metal ones but stretchable ones are easy to remove anytime as you can just pull them off over the condom.
