Yikes ! I think even silicone or jelly can cause problems if too tight. I've seen some with "handles" on the sides. Might be safer to use those if u cock-ring. And use lubricant to aid removal. Of course there are types with snaps or slide out.
There was an article I read a while back related to getting wedding rings made of aerospace alloys being an issue in ERs as they couldn't be easily cut off like gold/silver if around a swollen digit.
Anyway I rarely use a cock-ring; however, the one I do own is silicone and still has some stretch when in use so easy to get off while in use. Definitely staying away from harder materials on my end.

Tungsten cannot be cut, we basically have to crack and shatter it off. It is very brittle under pressure.
Titanium we can cut, but with pliers more so than the micro saw.
