I think the only reason is:
Women have more sensitive areas in body to enjoy than men. Breast, nipples, but, and the main one down there. They even enjoy the tongue and have a toys for it.

Many women are more open to using sex toys on themselves (present company excluded.) Some toys can be used for both men and women, like butt plugs and BDSM products. But, as the penis doesn't seem to respond to vibration in the same way that female sex organs do, and some men refuse to be penetrated, there are limited options.
I think it works out in the end, though. Men who are interested really are able to find a nice variety of sex toys.

A few people above have said that women's toys can be used by men, if they like penetration, but this just isn't true. In fact, most women's toys are useless for men. You need a flared base for anal toys, and this site is full of awesome looking toys that I would totally consider if they had a flared base.
