I got my first TPR toy to review today and is it normal for it to have bubbles that make the surface rough in a few spots or is this unsafe to use?

It would make it harder to clean, but should not make the toy dangerous. If there's any question get in touch with EF and see if that's the way it's supposed to be or not, and if not get it replaced.
