I think it does work, but for that reason, it's not recommended. Since the anal canal is much more delicate than other orifices, if you're not aware of any pain or discomfort it's difficult to tell if you're being harmed by anal play that is too vigorous or by toys/body parts that are too large for your experience level.
My suggestion is a good anal lube and using small toys (or fingers) to increase your comfort level and familiarity with anal play, before jumping in with something that could hurt you if you're not prepared for the size.

You should be aware of any pain during anal sex. If it hurts, it's not being done properly.
Proper preparation (My Man and I trained me for more than a month before we actually attempted anal-penile sex) a good lube, an orgasm first, and a healthy attitude towards anal sex are necessary for me to enjoy it.
Numbing the area could result in damage that you don't feel until it's too late. Plus, when done well, it feels great!
Why would you want to numb a really pleasant and exciting sensation? To me, that would be like numbing the vagina and G Spot before PIV or numbing the clitoris before receiving oral sex. If you're not enjoying it, why DO it?
