I recently got the outlaw and there is a lot of extra silicone left on it. Was just wondering if yours had the same as mine. I did email vixen and they said this was normal for the outlaw model.

I don't have an outlaw, but I have never received anything like this on my other silicone toys, or any of my toys for that matter.
Not only is this common for the Outlaw, but the other VixSkin toys as well. I have a few and they've all had those silicone beads on them. They're easy enough to pick off if they annoy you (they annoyed me so I had to!), but just make sure that your nails aren't sharp so you don't hurt the toy.
Things like this are one of the reasons I'm so hesitant to try Vixskin. It's praised beyond belief, but the extreme squish and high-maintenance don't sound so hot.
Even though it probably has no effect on the function or "life" of the toy, other manufacturers (bad dragon for example) would sell a toy like that as a second.
Nope, I haven't noticed anything like that on the one I got a couple of weeks ago. I have to say that imperfections like that would annoy me as I like things to be pristine.

I've never had it on mine, though I do wash them before use and it might have come off.
I wouldn't consider VixSkin high maintenance, especially compared to non-silicone materials. Keep it away from sharp things and silicone lube and you're pretty much safe.
